Ukraine’s government has approved a unified procedure for preparing, implementing and monitoring its annual humanitarian demining plan. It defines how authorities, communities, the Mine Action Centre, the Centre for Humanitarian Demining and mine action operators will submit information and coordinate future work.
The plan will draw on data about contaminated areas, community needs, operators’ capacity and available funding. The procedure sets a common timetable: regional military administrations submit community needs by 15 November; the Centre for Humanitarian Demining provides information on funding for service procurement by 1 December; and the Mine Action Centre prepares a draft plan by 10 December. The national mine action authority is to approve and publish the plan by 30 December.
After approval, the Mine Action Centre will publish three separate lists: areas for non-technical survey, areas for clearance and sites requiring quality control after clearance. These lists may be updated during the year as information and needs change.
The procedure also provides for monitoring implementation. If an operator fails to meet the specified schedule or scope of work, it will be given time to address the issue. The procedure does not apply to temporarily occupied areas or territories where hostilities are ongoing.
