From 13 August 2026, Ukraine can submit claims to the Register of Damage for Ukraine, RD4U, for costs related to demining and clearance of unexploded ordnance. A dedicated claims category, B5, has been opened for this purpose.
What Category B5 covers
Category B5 — Demining and Clearance of Unexploded Ordnance covers a broad range of mine action-related expenditure.
Eligible expenditure may include:
- demining and clearance operations;
- engagement of mine action operators;
- survey and mapping of contaminated areas;
- disposal and destruction of explosive ordnance;
- training of local personnel in demining techniques and safety;
- mine risk education and public awareness activities.
The category therefore covers more than physical clearance alone and reflects the wider range of activities required to safely return contaminated land to use.
Who can submit claims
At this stage, claims under Category B5 may be submitted through the Diia Portal by Ukraine, including central, regional and local authorities and institutions.
Only expenditure financed from the State Budget of Ukraine or regional and local government budgets is covered by these categories.
This distinction is important for private companies and mine action operators. Costs incurred directly by legal entities are not currently submitted under B5; separate relevant categories are expected to cover such claims.
What is the Register of Damage for Ukraine?
The Register of Damage for Ukraine, RD4U, is the first stage of an international compensation mechanism addressing damage, loss and injury caused by Russia's aggression against Ukraine from 24 February 2022 onwards.
By mid-August 2026, the Register had opened 23 claim categories, available to individuals, legal entities and Ukraine depending on the type of damage involved.
Recording a claim is not the same as receiving compensation
Submitting a claim to the Register does not itself result in payment.
The Register receives, processes and records eligible claims. It does not determine final compensation amounts or distribute payments. Recorded claims are intended to be transferred to the future international Claims Commission for Ukraine for decisions on responsibility and compensation.
Why this matters for humanitarian demining
Opening a dedicated claims category for demining expenditure reflects the scale of resources required to restore safe land use across Ukraine.
Accurate documentation of operations, expenditure, surveyed areas and clearance results is therefore becoming increasingly important not only for operational mine action but also for future international compensation mechanisms.
